As outlined in the Player Instructions, the end of campaign season Treasury adjustment has been applied to the Treasuries of the Colonial Powers in Scenario C. Specie

Three of four Colonial Powers are now in the red. I hope this situation is by way of design for the teams affected. BY way of reminder, here is the extract from the Player Instructions that detailed the procedure that would be used at mid-game and at the end of the Spring Games to remove the income produced by the cities and ports of the home country.

"During the conduct of Scenario C, each faction will get income from its SOW embedded values for each colony and the home country (this is hard-coded & can not be turned off in the database). At the end of each campaign season (there are only 2x in the Games), the income from the home country will be deducted due to possible impact on the Victory Conditions. If a player chooses to use these funds anyway - he runs the risk of having negative income for that season or the game. The Income from each faction's Caribbean ports will be retained without penalty. Players are allowed to execute normal SOW activities with their Treasury funds - buying Stores, new ships, new units, or replacements. However, be aware that European-based Income will be deducted from your Treasury as outlined above."

In accordance with these guidelines, the adjustments have been made and revised Treasury Minister reports sent out to all affected parties (plus some). If you are shown as having a negative balance in the second report, that is the "cruel truth". No Keynesian economics in action in this case. NWOL works on a pure "cash & carry" basis.

For those powers who are at a negative balance, if you have any amount of Treasure sitting in a home port (versus a port in the Caribbean) it can be cashed in at a 1:5 ratio (Treasure to Crowns) to aid in your offset of any deficiency.
