It's fascinating to see some new ideas cropping up, and also to see some old ideas being discussed again. I do, however, want to remind people that, having invested five years in getting this software to a point where it doesn't crash too often :) I'm probably not going to consider changes that would require substantial new code. Winter rules and pirates probably both fall under that heading. They're the kind of thing that, if it was going to be done, probably should have been in the original design. Neat as they are, it's probably not worth adding them at this time. I'm happy to have people keep talking about them, you might change my mind on this... but don't assume you will.

Pirates
My other note already provided a framework for this - so this is only a brief summary of my suggestion.
Perhaps the code could be tried in the "Spanish Main" game for development. Later releases of the game of course. By limiting it first to the development in the "Spanish Main" game, you would perhaps keep issues out of the main NWOL stream.
I believe you could create an unpublished/hidden port that connect to one of the 10 Caribbeans Seas. The Port name would essentially be a password - since to get to it using the PATE order sheet, you need to know the name of the port - and only the GA and Pirate know the name of the port. For instance, create a port called Marigot Bay - which connects West to SOC (it would of course not show up in the standard PATE map of St. Lucia). I guess by publishing this, I have already ruined one perfectly good password.
This Port would have capability to build only Pirate Frigates and perhaps Pirate Transports - with a yard capacity of 2.
I admit, a Pirate Frigate would need some special capability of evading coastal batteries - since obviously a single standard Frigate would be vulnerable and would not be an effective raider.
The code for a Pirate ship would be PA1PF for Pirate A, ship 1, Pirate Frigate. A PF would be more difficult to detect as well etc.
