I have been reminded of an inconsistency with the NWOL rules. NWOL 1.3 states that France can create new Revolutionary states and must transfer a city to the new state to do so. RAR rule 4.3 states that to receive a city, a state must have a unit near the city. However, a newly-created state cannot have a unit and cannot raise one until it receives a city. The same problem could apply for a state that lost all its cities and units, but received a city from an ally. There was at least one occurrence of this problem in past games, and in that case the nearby-unit rule was waived. However, that waiver was not formally written into the rules. I have done so now. The changes are in RAR 4.3. The essence is; if you have no cities, then the nearby-unit rule is waived if you are taking control of one of your own cities, which for majors and minors means in your own nation, and for frags, means a city of which you have permanent ownership. It is not waived for you to take control of a city that originally belonged to someone else. To avoid states transferring away their last city in order to qualify for this waiver, I have also added to RAR rule 4.3 that you cannot transfer away your last city.

One rule change that I would like to suggest is that cities transferred by treaty would give full income to the new country. I think Frag states can gain other Frag cities without loss of income but if I'm not mistaken, this in not the case in any other situation. For example, if Magdeburg was transfered by Prussia to the Sachsen Electorate, the Sachsens wouldn't be able to get full income. I don't know how difficult this would be to change in the code but I'm just throwing it out there as a suggestion.
