As Monarch, Prime Minister and Foreign Minister, I announce the Treaty of Mainz.
This treaty shall remain in force for one year or the end of one war season whichever is longer. This treaty may be renewed at the end of the first period of the treaty's life for one year periods or as so agreed upon. In the event that the parties desire to end the treaty at the end of a treaty period, the treaty shall remain in force for one season subsequent to the treaty's end. (this means that the shortest period in total for the treaty is either 1 year + 1 season or from signing to the end of the first war season + 1 season whichever is longest)
Clause I. Austria-Tuscany and the Palatine agree to a policy of mutual support and cooperation, intending to lead to an active alliance and joint military action. No parties to this treaty shall support in any fashion another nation opposed or attempting to harm another party to the treaty.
Clause II. Austria-Tuscany and Palatine agree on a defensive pact should either be attacked by another nation, the attack will be treated as an attack on both and both nations will go to war against the attacking nation. Both nations will coordinate military efforts, share information relating to the campaign against the common enemy, and will sign a single peace treaty with the common enemy.
Clause III. In the event one of the parties were to intend aggression to another nation with which another party to this treaty has a alliance treaty, the allied party should first warn the aggressor party against such action. In the event of their not desisting , the other parties to the treaty shall either side with the aggressor party, side with the attacked nation or remain neutral at their sole individual discretion.
Clause IV. Austria-Tuscany and the Palatine agree to share intelligence information from all sources. Neither nation shall be bound to share information given them in confidence unless said information be of a harmful nature to the other party in which case said information shall be fully disclosed.
Clause V. If one party to this treaty shall enter into a treaty with another nation not a party to this treaty, and as a result comes to the aid of that outside nation, then no other party to this treaty shall be required to assist the party giving aid or protect it against the consequences of giving such aid.
Clause VI. Palatine agrees to allow Austria or HRE members to position troops and supplies within her borders in order to assist in the defense of the Palatine's borders upon activation of an alliance between them.
Clause VII. There where will be times when Austria may choose unilaterally to attack another nation. It is hoped that the Palatine will side with Austria and assist in the prosecution of the conflict. Austria intends to consult with the Palatine in situations where such a conflict may result in potential harm of any of the Palatine.
Clause VIII. The intent of this agreement is that the the parties to the agreement shall act in concert as a confederation with all things discussed and agreed to between Austria and the Palatinate.
