Declaration of war against Hesse by the Sachsen Electorate

The Sachsen government has become aware of the violation of the terms of the alliance by Hesse and that the Hessian government has allowed the French troops to pass through Hessian lands on their way in order to attack the Electorate and/or its allies.
As a result, the Sachsen government calls for a declaration of war against Hesse.

As Prime Minister, Minister of War, and acting on behalf of the Elector, I confirm and acknowledge that a state of war now exists between the Sachsen Electorate and Hesse.

This DOW not in effect until T4

Per Rule 3.3 of Revolution and Reaction (RAR):

"3.3. If one nation deactivates an alliance with a second nation, the second nation may declare war on the first nation if it wishes, but the first nation may not declare war on the second nation for three campaign turns or one peace or truce turn, whichever comes first, unless it has no units on the second nation's territory and no ships in its harbors at the time of the deactivation, in which case it must wait only during a campaign and then only for one turn. "

Saschen was the nation that deactivated the Nurnberg Alliance with Hesse (see http://www.holf.org/guild/drupal1/node/737#comment-1443). Therefore RAR Rule 3.3. is in effect.

Turn 4 DoW

At the time I issued the DoW against Hesse, I had no troops in Hessian lands. During turn 3, I marched into Hessian lands with the understanding that my DoW would go into effect on T4. Looking at my latest report, it looks like my DoW did not go into effect so my troops are marching past Hessian troops without engaging them. When is the DoW going to take effect?
