The single greatest event for the freedom and liberty of the German people can only be found in the dissolution of the Holy Roman Empire. That this archaic institution still remains, and has even increased its dominance over the people of Italy, is an affront to capabilities and natural rights of free Princes.
The malign influence of the Hapsburg behemoth has shown its face as its puppet princes declare war on the Hessian people in its constant moves for dominance. I tell you know that Hesse will fight without hesitation or reluctance against such designs. Our forces are mobilised, and our will is resolute.
Many have expressed concern over the approaching French forces. In the cafés we hear talk that Hesse has exchanged one master for another. To these people I say that the Hessian people have no master but themselves. If the French are the only ones willing to stand up against the designs of the Holy Roman Empire then they are our natural friends and allies. As are all those who oppose
Austrian designs in Germany.
Together we shall relegate the expansionist Holy Roman Empire to the pages of history where it belongs.

The true aggressors are the Austrians posing as friends and neighbors. They gobble up countries and cities at will. Oh, they have a PLAN, for the conquest of Germany, using their template honed in Italy.
The nave virgin boy in Saschen (who loves to hear himself type) will be ground up between the majors, and his sponsors, the Austrian government will allow him to perish, for them and the HRE!
We shall see.
Congratulation Duke William IX of Hesse for publicly stating what the "whispers' have been singing for some time. The Germantcis fear the HRE, the Bavarian wavers, the Saschen serves the purpose, and the Swiss and Hessians have decided.

French lies and madness
The Austrians had been protectors of Hessian neutrality and were repaid for their kindness by a plot to allow French troops to pass through not so neutral land. The cities now gobbled up by the Austrians and their allies are owned by France, who instead of taking advantage of the peace in northern Europe to better their nation, started another war by crossing HRE borders. The Bavarians are hardly waivering as their troops march through one Swiss city after another and the Sachsen Electorate proves its loyalty as a friend and ally by declaring war on those who would launch an unprovoked attack against the Austrian Empire and the Kingdom of Bavaria.
Sadly, the only nations to believe French lies have decided to join a country that starts wars but cannot defend its own cities or the cities of their allies. They have been infected with this French war fever and they now step in front of the loaded cannon aimed at France and will pay a bitter price. The French are mad and have no interest in peace and look to spend the gold and blood of their neighbors as easily as they do their own.

So is this a Declaration of War?
A very long and un-necessary preamble (as someone else said) only to declare war on The Empire, if this is indeed what the text means.
Very well, since the beginning Austria spared no efforts to actually ENSURE the independence of the German Kingdoms, Hesse included, but if the Duke's will is to become an arm of Revolutionary France then enemies we are, and enemies we shall remain.

This a newspaper release. There is no DOW.
The Hesse article is titled a "Proclamation on War" not a Declaration of War.
This article appears to be a report on a speech made by the Hessian Monarch to his citizens. As such, it is in the correct forum. If this were a public diplomatic action requiring posting the Diplomatic Record then this entry would not be executed due to the reasons stated in the comment above.
