Nick's Blog- National Goals: UK and France

This is mostly for my own edification, but I figured I would post my first stab at some of my national goals ideas and see what people have to say. This is mostly planning for my pre-NWOL4 arguments. These are pretty rough and the fine details would have to be worked out in a fair manner. There are several numbers I have left as an X since I haven't figured out exactly how many cites should be taken etc.

I have started with the goals for Britain and France.

Some of these refer to other changes that may or may not be implemented, but I don’t know what the rules will be so it is hard to quantify the goal. But they are just for idea purposes.

Here are my proposed rules for how victory conditions would wok for Majors:

Major Goal- When one of the Major Powers completes their Major Goal the game will end and that power will be the victor.

Minor goals- At the point when one Major power completes it Major goal, any major power that has completed a set number of its minor goals will be considered a minor victor in the game.

Catastrophic Failure (pending better name)- If the following condition is in effect the Major power may not score a minor or major victory.

France:

Major Victory: End the Restoration. The Revolution (or the house of Bonaparte) is in peril as long as the other Major Powers wish to return the Bourbons (or some other royal family) to power. As long as this threat lingers no amount of Revolutionary gains will be enough. To achieve a Major victory the French must achieve a VQ over each of the Major Powers (permanent) or conclude a RAR treaty in which the other power rejects the Restoration (valid until they disavow the treaty).

Minor Victory:

1- Natural frontiers: France must incorporate the following cities into France: (cities west of the Rhine, North of Alps, Nice, etc.)
2-Spread the Revolution: France needs a buffer of loyal Revolutionary states to protect it. France must set-up “Revolutionary” states in Germany, Italy and the Low countries. (Pending rules for “Revolutionary” states. Can be modified if no new rules)
3-Consolidate power in the countryside: Paris is loyal, but the Royalists in the countryside must be converted. (This is reflected by the vendee rules that Steve was tossing around)
4-Finance the revolution: NWOL only covers military expenses, but the French economy was in shambles and needed an influx of foreign cash to keep the population from rioting. France must capture and “sack” a total of X foreign city levels or acquire XXXXX crowns in payment from foreign governments that would be removed from the game (i.e. not spent on units). The cities and crowns can be interchanged at an appropriate rate, i.e. France would have to capture fewer cities if other countries gave them the crowns.
5-Colonial Empire: France must have XX levels of Caribbean colonies.

Catastrophic Failure: If the Revolution has been overthrown, France will not be able to achieve a Major or Minor victory.

Great Britain

Major Victory: (Still working on this one. The problem is that Britain was trying to maintain the status quo, which was working for them, so it makes it a hard to declare the game stopped because nobody has upset the balance. We could fall back to an "End the Revolution" scenario, but I'm not so sure that Britain was concerned so much of the form of government in Paris as to how powerful France was. We can think about this some more.

Minor Victory:
1-House of Hannover: Britain must not loose any of its starting cities in Germany
2-Britannia Rules the Waves: The British navy must have 75% of all Frigates and 75% of all SOLs.
3-Colonial Empire: Britain must have XX levels of Caribbean colonies.
4-Comfortable Émigrés- Britain must not agree to end its support of the Restoration.
5-Neutrality in Holland- Holland must not be revolutionary and must control 75% of its original territory and all ports.
6-Mediterranean bases- Britain must control #of the following Mediterranean ports: Gibraltar, Majorca, Malta Corfu.

Catastrophic failure: Continental hegemony. If any Major power increases its total value of its cities and created frags by 75%.

What this boils down to is that it is possible for Britain and France to work together if the British is willing to play for a minor victory and the French have 100% trust in them. It would also require the alliance to go out of its way to be nice to the other majors, which could be very dangerous since they aren't really opposing their victory goals.

Well if Poland is included

Well if Poland is included the control over Poland either by diplomatic or military means could be a victory condition. Alternatively if we continue with the VPs but also include the victory conditions then Russia could have "obtain and retain more VP then 2 other majors and/or the States of Austria and Poland.

Also I wouldn't mind seeing the loss of Frags, Minors, Majors which with a Goal oriented gaming system could be done. Frags are simply there to live and die the strongest VP frag winning at the end of the game. All Minors and Majors are then given Goals that can trigger a victory condition.

However I'd suggest playing for a set number of years. I.e. 1793-1796 at which point the Nation that meet their goals first are 1st, 2nd, 3rd. However nations must still be in possession of their goals (thinking about the Dynamic Expansion goals of Austria/Prussia I listed).
