The following is a summary of the final modifications made to 2009 Spring Games database in conjunction with the Assignment Verification turn run on 2 March.
General.
- All faction Treasuries were adjusted so there is sufficient cash on-hand for each faction to conduct combat operations without fiscal restraints through the campaign season. Budgetary controls and restraints may be needed for the second campaign season.
- NOTE: There are NO orders for replacements or reinforcements of existing units at Game Start. Orders that are submitted for these actions will be deleted and the Crowns for these actions will NOT be reimbursed to the losing Treasury.
- NOTE: Except for the restriction above, players can conduct SOW activities as they wish during the Spring Games.
- Final additions were made to the specific faction OOBs due to oversight causing certain critical units such as HQs units to be missing.
- Pirates placed in "at war" status with factions to ease conflict with friend/foe flag designation for players playing multiple scenarios
- Minister roster and Spring Games Census constructed and posted to default NWOL URL for player reference.
- NOTE: players with multiple scenario assignments have the citizenship designation of their primary Games selection. No dual game personas.
- On-board Stores levels were reduced to make ship's captains and naval ministers plan for logistics. Also causes Stores kept in Ports to become more attractive Raid targets.
- Manpower levels were "tweaked" to reflect the smaller available manpower resources of the age
Scenario C, The Spanish Main
- There is some confusion about the term "Treasure", role of Treasure, Stores and Supply
- Treasure is the Scenario C-specific item created to generate wealth during the scenario. Treasure is found, at Scenario start, in Ports and on-board ships.
- Treasure that is delivered by the Colonial factions to their home countries converts at the rate of one unit of Treasure to 5x Crowns. Treasure that sits in a Caribbean Port converts to nothing.
- Pirates have their own avenues for conversion of Treasure to Crowns as laid out in their Player Information.
- Stores are the PATE-specific logistics commodity item. It is required for the operations of warships & transport vessels in PATE
- Supply is the GITM-specific logistics item. It is not needed for Scenario C because Scenario C is a PATE-only scenario. In Scenario C, Supply is used as the commodity item Treasure.
- In the player "navalxx.htm" reports, Treasure is listed in the vessel attribute charts. It is listed when it is an "on-board" item and when it is detected in a Port by that vessel.
- In Scenario C Naval Minister reports, due to a glitch in the Spring Games code patch, Treasure retains its designation as Supply. Treat these listings as reports of Treasure detected your forces.
- Port fortifications have been "dialed down" from their NWOL parameters. The number of Shore Batteries has been reduced and Port defence factors have been lowered to enable Assaults to have a higher probability of success and to even the chances of seaward attack by warships
- The amount of Stores in Scenario C has been significantly lowered
- The amount of Treasure found in Ports of Call has been increased to make them more lucrative Raid targets
- Though RAR is not played in Scenario C, the practise of "informal agreements" can be conducted within the following guidelines
- All "informal agreements" must be cleared through the GA (for any software interventions)
- All informal agreements are between the two parties, are enforced or violated by the parties involved, and are NOT published in the Diplomatic Record
- Rumors of any "informal agreement" is subject to be referenced or otherwise leaked via the Tavern Wench's Ear, the gossip forum for Scenario C
