I,Tsar Alexander I declare war on France as acting Foreign Minister. I also ratify as Monarch.

While we need to restrict the changes to the next game. I belive the ability to create a Polish nation as a minor would inhanced the play of the eastern three majors. It would also be a bone of contention between them. The game, I believe would benefit by this inclusion. This idea has been out in the arena for some time. My recent stint as Russian Monarch has brought it to my full attention. If nothing else it would keep the game going longer because the majors of Russia, Prussia, and Austria would be more concerned in there on areas.

I have always been an advocate of implementing a system of National Goals for NWOL where victory is determined not simply by the number of VPs earned in battle, but rather by accomplishing historically based objectives.

In order to address an oversight, the Sachsen government declares war on Berg and the Palatinate as they are both allied with a number of our enemies and at war with our allies.
