Pregame deployment orders must be sent by the CO or XO of the unit. The War Minister cannot send orders, nor can the President, Vice-President, or army commanders, except for units of which they are the CO or XO. Assignment orders can be sent on the deployment turn, and are processed in the same sequence as on regular turns (

). If you are moving a unit to a strategic square with a city, you can put "city" for tactical location and the unit will move to the city tactical square.
