Each side's Naval Secretary, Treasury Secretary, President, and Vice-President are authorized to recrew that side's ships. Ship captains and XOs may recrew their own ships as well. Recrew orders are valid only when the ship is in friendly-controlled port during campaigns. Manpower is taken from the state of the port, and recrewing can happen only if the state has available manpower (which means Confederate ships can never recrew in Northern ports; there will never be Confederate manpower there). Manpower will be taken first from the volunteer pool, next from the bounty pool if bounties are authorized, next from the draft pool if the draft is authorized, finally from the USCT pool (even if USCT is not authorized).
Enter the new total crew of the ships, and the list of ship IDs to be raised to that strength. For example, if you want 1st through 3rd Confederate RIs recrewed to a strength of 175 men, enter 175 for strength, and CS1RT, CS2RI, and CS3RI for the unit IDs. If the ship is below the listed strength, enough crew will be added to bring it up to that strength; for example, if CS3RI has a crew of 135, then 40 crew will be added to raise it to 175. If the unit is at or above the listed strength, no change will be made.
Warships may not be raised above their starting complement. For TR groups, additional crew may be added, but crew greater than 100 crew per 1000 capacity count against the transport's capacity the same as infantry would.
