EUWOL/SLAG Financial Sequence
This document describes how revenues and expenses are handled in
EUWOL/SLAG, and in particular how it is determined whether a
revenue is collected, or an expense paid, in greenbacks or gold.
(Note: no greenbacks in the summer/fall 2024 game.)
Revenues are done first, so that they're available to pay
expenses on the turn.
- The first thing that happens in the finance phase is that
orders to print money or take out loans are processed (not in
summer/fall 2024), so that this money is available before
expenses are paid. If greeenbacks are in circulation, then loans
are received in greenbacks, unless the number of greenbacks in
circulation is larger than the loan, in which case all
greenbacks come in as loans, and the remainder of the loan comes
in gold. Printing money is necessarily greenbacks.
- The next thing that happens is that cities pay tax and tariff
income into the treasury, and generate MPs. If greenbacks are
authorized (not in summer/fall 2024), the tax income is paid in
greenbacks and circulation is reduced; otherwise tax income is
paid in gold. Tariff income (none in summer/fall 2024) is always
paid in gold.
Then we switch to expenses.
- The first expense that is paid is interest on outstanding debt
(not in summer/fall 2024), and it is always paid in gold.
- The next thing that happens is MP purchases abroad (not in
summer/fall 2024) are carried out (so that the MPs are available
for other expenses, except for reinforcements which were done
earlier in the turn).
- Next, maintenance expenses (including MPs) are paid for units,
depots, inactive units, ships, and mothballed ships, in that
order. If greenbacks are authorized and in the Treasury they are
used, otherwise gold is used.
- Next, build orders are carried out, unit/supply/stores builds
first, unit upgrades next, regiment formation next. Then
standing supply and stores orders are done.
Finally, the value of greenbacks is recalculated (not in
summer/fall 2024).
